Biennial Report

2023 Biennial Report Forms and Instructions

The State of Oklahoma is consistent with the Federal Regulations and requires Biennial Reports (also known as the Hazardous Waste Report) every other year [40 CFR 262.41 and 264.75] for any facility who meets the definition of a RCRA Large Quantity Generator (LQG) for any month during the collection year (odd years) and TSDF’s (including TSDF’s in closure and post closure). The Biennial Report covers odd numbered calendar years, and is due by March 1st of even numbered years, (the 2023 Report will be due March 1, 2024). A notice will be mailed January 2024 explaining how to complete the forms.

There are two alternatives to submit the Biennial Report Forms and accompanying site notification.  The first is by registering within RCRAInfo (EPA Database) and the second is by completing the RCRA Subtitle C Site ID Form and attaching the Generation and Management Form (GM Form) and/or the Waste Received From Off-Site Forms (WR Form).  (The State of Oklahoma does not require the Waste Report Off-Site Identification Form (OI Form).

Electronic Submission

  • Navigate to RCRAInfo and follow the instructions to create a new user account (click here).
  • Once the myRCRAid process is complete, follow the process for gaining site management or alternative permissions for submitting the Biennial Report and/or other modules.

  • Creating a new Biennial Report Submission – Site Dashboard > Biennial Report > Create New Submission
  • There is other helpful information found within the Industry Help Guide based on need or advanced user, site, manifest, and other modules.  It would be a good idea to bookmark this guide for future assistance.

Hard Copy Submission

  • Navigate to the RCRA Subtitle C Site ID Forms and Instructions (click here) and complete the forms based on “Submitting as a component of the Hazardous Waste Report for 2023 (Reporting Year)” and fill out a GM Form for each waste stream managed.  Likewise, any waste received from off-site WR Form. (If applicable) EPA requires us to receive an original, document with a “wet” signature therefore, the signed, completed forms can be mailed to the address below.

  • The hard copy forms or electronic submissions must be received no later than March 1, 2024.  A thirty (30) day extension may be granted however, the request should be made prior to the due date.  DEQ can only grant one thirty (30) day extension, under EPA guidance.  Any additional extensions would need to be submitted directly to EPA Region 6.
